1. It's not like we are paying people to do things that will help us, we would be rewarding people that do things that really are good, like allow a free press and stuff.
2. In spite of great progress over the last few decades, tens of millions in the Western Hemisphere still live in poverty.
3. United States aid and investment programs promote transparency and the economic and political reforms needed to spur development.
